Responsible administrative work in managing and coordinating the City's Human Resources and Labor Relations Divisions.  This is a highly responsible  position and work is performed under the general direction of the Director of Finance and Administrative Services. Directly supervises six (6) or more employees.  Bachelors Degree in Human Resources Management, business or public administration or a related field. At least five (5) years experience of a progressively responsible nature in personnel management and labor relations including experience in a technical capacity of public personnel work to include:  disciplinary and adverse actions, performance-based actions, grievances, appeals, union issues, complex leave administration issues, hours of work, overtime, compensatory time, awards, recruitment, pay and classification, etc. Assigns work to subordinates with instructions on objectives desired, anticipated problems that may be encountered, deadlines, and any constraints which may be imposed; Performs the full range of supervisory duties such as initiating and recommending personnel actions, determining training needs, evaluates employee performance, approves leaves.  Must possess valid Florida Driver's License to be uploaded with application.
