Summary Objective

The purpose of this position is responsible for planning, supervising and coordinating department work through a group of professional, paraprofessional, and office support personnel ensuring that all procurement and contracting activities are performed in accordance with the established Municipal Code of Ordinances, applicable state statutes, and department policies.  Work includes managing contracting for the purchase of supplies and contractual services, and engineering procurement including construction and solicitations done in accordance with the state of Florida's Consultant's Competitive Negotiation Act (CCNA), and other applicable statutes.  The employee maintains a constant exploration of new sources, products, materials, processes, and ideas to assure that adopting new materials or changing specifications will be in full accord with cost reduction objectives.  The employee also supervises the disposition of surplus, confiscated and/or abandoned property by auctions, sales, sealed bids or redistribution to other departments in accordance with the City Code.

The employee in this class exercises considerable initiative and independent judgment in conformance with established municipal policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements:

Requires a Master's Degree in Business or Public Administration or closely related field.

Requires six years of professional purchasing experience at a municipality as in a director or assistant director roll or in a medium to large-scale purchasing operation, including at least two years as a manager or assistant manager.  Experience must have included at least three years of professional experience in public sector procurement.

This position requires the successful passing of a background check and drug screening.   All applicants must upload an educational diploma/degree and a valid State of Florida Driver's License to the document section of the online application.  This position requires the successful passing of a background check.  In addition, the selected candidate must successfully complete a six (6) month probationary period.

Residency requirement - Any person who is appointed as a Department Director,  Assistant to the City Manager or Deputy City Manager, shall establish a residence within the corporate limits of the City within 12 months of such appointment and shall maintain the principal residence (domicile) therein during the entire term of such appointment.
